Stepping up from SSW1 and the path to permanent residency
Specified Skilled Worker 2 is an advanced residence status for foreign nationals with skilled and practiced abilities. In September 2023, the target fields were significantly expanded from 2 fields (construction and shipbuilding) to 11 fields. Family accompaniment is allowed, there is no cap on the period of stay, and a path to permanent residency is also opened. Transition from SSW1 is the main route.
Who this is for: Foreign nationals with 3–5 years of experience in SSW1 who passed the skills evaluation test (for level 2). Or foreign nationals approaching the SSW1 period cap (5 years).
Latest Law Amendments
Expanded from the previous 2 fields (construction and shipbuilding) to 11 fields by adding industrial machinery, electrical/electronic/IT, automobile maintenance, aviation, accommodation, agriculture, fisheries, food and beverage manufacturing, and food service. Note that nursing care is not included in SSW2.

Prepare skills evaluation test certificate, SSW1 employment certificate, and employment contract (for SSW2). The SSW2 exam focuses on practical skills and tests the ability to supervise and guide others. Check exam information early and start preparation.
Key Point: Transitioning to SSW2 resets the '5-year cumulative cap' and enables family accompaniment. If the SSW1 period limit is approaching, prioritize planning to take the SSW2 exam.
Case 2: Permanent Residency Application After SSW2 Acquisition

Strategy
Permanent residency application is possible after 10 cumulative years of stay (5+ years of work), or as short as 3 years for those with 70+ HSP points. Gather 5 years of records for taxes, social insurance, and pension payments. Proof of good conduct and independent livelihood is required.
Key Point: SSW2 is the only employment-based status with no cap on period of stay and family accompaniment allowed. Since it is the most accessible status for meeting permanent residency requirements, strategic career advancement is strongly recommended.

The SSW2 skills evaluation test has different passing standards and administering organizations by field. Eligibility requirements (years of practical experience, etc.) are also set, so it is important to start systematic preparation from after obtaining SSW1.
